Is there Free Program To make Abstracts or Photographs Transparent to be used as a Over lay on another Abstract?

I found a Photo Editing program called "Photo Plus 10.0" The program has "ALL" the same Features as "Abobe PhotoShop CS5" infact it has a few extra Gizmos...LoL.. I am still comparing this program with Adobe Photoshop CS5 . I am putting together a all the (+) and all the (-) . and I will list everything that each does and doesnt do. so everyone can deside for them selves...LoL

Um... don't see "Content Aware" features, nor puppet warp... in fact it's more for photo editing than actual creation... maybe compare it to paint shop pro photo x3?

actually so "was" PHOTOshop.....they morphed over the years into a "creative" program but the basic tools are still the same.
