Is there Free Program To make Abstracts or Photographs Transparent to be used as a Over lay on another Abstract?

I have been using paint.net for about 5 months and I am Learning how to Manipulate  the color's and bending some of the lighting with in the abstract that I am working on. "BUT" here is what I am wanting to do.. ( I want to be able to take a Abstract or Photograph or Print and make it " Transparent" by at least "65%" and I have Looked all over the Web for a Program that Is " FREE". I have found alot of the Programs that do this but I just cant see myself Spending $20.00 or $50.00 for a simple Little Program to do this. Plus my Wife would Kill me if I bought a Program to do this..

Any one have any idea or have used a Program that does just that makes a Image transparent? Please let me know..

Have you tried... GIMP 2.6.10 ???  It is very powerful and FREE! It is an excellent PS alternative.

I believe Paint.net supports transparency, you need to save or maybe export image in a format that can be transparent, like a png.

Since you have this posted in wallpapers forum, you want a 65% transparent image to use as your desktop wall?
